Abstract

This paper suggests that poverty can be reduced during the growth process in three ways: (i) an increase in mean per capita income or consumption; (ii) a reduction in inequality; (iii) a shift of population from the low income segments of the society to the higher income. This poverty decomposition methodology is applied to explain changes in poverty in Korea from 1990 to 1999 utilizing the unit record data obtained from the Family Income and Expenditure Survey conducted by the National Statistical Office in Korea.
