Abstract

This research, a follow-up on The 1999 UNESCO-APPEAL (Asia-Pacific Programme of Education for All) ARTC (APPEAL Resource and Training Consortium) Technical Meeting: Joint Research on Innovative Approaches to Basic Education and Lifelong Learning in Asia-Pacific Region, emphasizes characteristics of the Credit Bank System (CBS) in Korea as an innovative system of education for adult learners. During 1990s, the Korean government made significant efforts to reform education in preparation for the 21st century. One of the major goals of the educational reform was to develop the CBS in a way that ensured a lifelong learning system, which people in Korea could access at any time and any place to meet their educational needs.
