Abstract

It is now well established that knowledge created through innovation and technological progress is the long-term driver of economic growth. The fundamental challenge in an emerging knowledge-based economy is to harness knowledge for development by providing an enabling environment of competitive education system and highly qualified human resources, excellent information and communication technology infrastructure (ICT) and innovation infrastructure.
