Abstract

What is public-private partnership with government fully responsible for the principal public service who work “public” and “private” partnerships with each other in the form of roles and to perform public service work means that the new technique.
At the form of private consignment, PFI (Private Finance Initiative), designed manager system, privatization, including university-industry cooperation and in this case, the concept of the contracting-out includes all objects. Business, industry, academia, NGO and other public sector is excluded.
“Public” and “Private” of the partnership business by the public execution of the government and the contracting-out is to take advantage of each other. Improve the quality of public services and cost savings and new business opportunities in the contracting-out, increase employment, and stimulate the economy contributed to the creation of a system that has been recognized.
