Abstract

Governments around the world are faced with the challenge of an increasing sophistication of the technological base at home and abroad. How they cope with it is reflected in institutional change. Highlighting Korea’s stunning growth in financial inputs to its innovation system since the early 1980s, this paper provides an indepth and first-hand account of the ongoing changes to South Korea’s national innovation system. Emphasis is given to the most recent reform enacted in 2004. It is concluded that Korea’s NIS is an important foundation of its economic competitiveness.
