Abstract

In January 2011, the Presidential Council on National Competitiveness announced plans to revise the Korea Investment Cooperation (KIC) Act, re-igniting the debate on the company’s role as Korea’s sovereign wealth fund(SWF). In an effort to promote KIC’s international competitiveness, the revision essentially aims to expand the scope and scale of the company’s investment activities by allowing investments in domestic assets and borrowing through bond issuance, which are strictly restricted under the current KIC Act. In this article, I present some distinguishing characteristics of the KIC and argue that the key priority for the government should be to set clear and concrete macroeconomic policy objective for the KIC.
