Abstract

The purpose of this study is to identify and classify the changes in policy orientation of local governments caused by decentralization (the implementation of local autonomy) in Korea. This study focuses on both regional development and social welfare policies. The paper also analyzes the causal factors which produce the different types of policy orientation among local governments. Through the analysis, policy orientation was classified into four types: 1) development-oriented, 2) welfare-oriented, 3) both (development and welfare)-oriented, 4) both-avoided. The results of this analysis showed that the changes in policy orientation caused by decentralization vary according to each respective government’s socioeconomic and political attributes.
