Abstract

Over the past four decades Korea has experienced distinctive phases in science and technology policy making, piloted by the creation of Ministry of Science and Technology (MOST) and the Science and Technology Promotion Law, both in 1967. With the basic infrastructure in place, the 1970s can be construed as the growth stage of Korean S&T with the focus shifting to capital and technology intensive industries, heavy and chemical industries, and emphasis on the education of qualified scientists and engineers. The public R&D budget is continuously increasing to cope with a rapidly changing environment in recent years. There have been several future oriented technology planning activities in Korea such as foresight programs and technology roadmapping. Since 1993, three foresight programs are carried out and most recent one, carried out by MOST (Ministry of S&T, Korea) is from 2003 to 2004 with time horizon of 2030. (The rest omitted)
