Abstract

The role of the state in development is accepted today as essential, and the models of the developmental state draw the attention of many. The models were already relatively well established in the previous decade, but they are mostly concerned with domestic politics and do little to explain how these states managed foreign aid so that it was effectively used. This paper explores this issue by looking at the Japanese economic cooperation to South Korea. The argument is, first, the negotiations were indeed political on both sides, taking into account various issues and considerations including domestic ones. Then, second, in such negotiations, Korean policy makers’ strong sense of ownership over their proposed projects and programs was the key that enabled them to effectively manage the aid negotiations and obtain Japanese cooperation as necessary.
