Abstract

The principal theme of this research is its insistence that we must consider the -ýwways in which ideas are formed through a political process if we are to understand why social policy is configured in a particular way and why this configuration changes to a certain direction over time. This research examines the sorts of ideas, a series of laws, and a framework of legislation that matter greatly in shaping social policy within a society (i. e. South Korea) at a different stage of industrialisation to Western counterparts, which has begun its economic development from different initial levels and cultural traditions and has undergone authoritarian governments and military regimes.
