Abstract

This paper investigates the National Assembly’s changing level of professionalization and its impact on the legislature’s policy activism since Korea’s democratization in the late 1980’s. In measuring the institutional concept of legislative professionalization, the study takes into account two components: the frequency of plenary and committee meetings, and the size of committee and specialized policy staff. Aspects of policy activism, such as legislative capacity, legislative efficiency, and policy autonomy are assessed in terms of lawmaking largely, and budget deliberation and legislative oversight to some extent. Using the relevant aggregate data, the analysis confirms a general trend of increasing professionalization and growing policy activism, and also a positive relationship between the two. By providing the legislators with better incentives, opportunities, and resources for their policy-related activities, the legislative institution in a newly democratized regime has become more assertive and powerful in the process of making public policies.
