Abstract

Based on the pace of change, reform strategy can be categorized as “Change and Adjust Strategy (CAS),” which emphasizes urgent and immediate implementation of necessary changes and making subsequent adjustments later; and “Plan and Change Strategy (PCS),” which involves the deliberate crafting of a perfect reform plan that is implemented in a gradual and systematic manner. The former strategy may either bring about the desired outcome or go in the wrong direction, while the latter strategy, despite being prudent and errorminimizing, runs the risk of interruption before bringing about concrete results. The initial South Korean defense reform plan, Defense Reform 2020 (DR 2020), started with strong ambition but failed to achieve any impressive result before being replaced by Defense Reform Plan 307 (DRP 307) in March 2011.
