Abstract

Planning in national research and development projects is so much critical. This study aims to identify critical elements in R&D planning and to derive policy implications for better national R&D planning. The four factors for successful mega R&D programs are derived from an analysis of the G7 project in Korea. Key determinants of success in grand national R&D project, G7 Project, are participation in planning and distribution of roles across ministries, private sector expert-initiated planning, recognition of importance of pre-planning stage, and continuing feedback and adjustment modification.
