Abstract

A number of theoretical frameworks describe the development of high-technology industries. These frameworks usually proscribe a minimum of government intervention and often emphasise a regional agglomeration of industries. The frameworks described here are the National Innovation System (NIS) and prevalent cluster-theories to explain why firms are often found in regional proximity. This paper thus compares and contrasts the development of biotechnology clusters in Taiwan, South Korea and Thailand.
