Abstract
This paper has to start from why I began to be interested in Korean housing policies or why Korean housing policies became a hot topic for Taiwan's policy makers, media, and researchers. It started from the housing crisis since 2005 and the rise of social housing movement in 2010 in Taiwan. Taiwan's housing had a housing boom from 2005 to 2015, even though global economy has been slowing down in recent years. Housing prices were nearly double between 2005 and 2015. The ratio of median housing price to median annual household income in Taipei City rose from 8.9 to 15.7 between 2005 and 2014. For this reason, social housing movement became an important collective action in Taiwan, especially in Taipei City. Social Housing Advocate Consortium was established by thirteen non-government organizations that work with various disadvantaged groups. Being an advocacy group, Social Housing Advocacy Consortium(SHAC) has used several strategies; policy advocacy, promotion of legislation, over seeing housing projects, social education and campaign, and international learning.
