Abstract

In this paper focuses are layed on Common R&D policies of EU. Since starting of ECSC and Euratom EU has pursued common technology policies. Single European Acts of 1986 have made EU speed up cooperating R&D policies of member countries, which could be symbolized by FP (Framework Programmes). Thousands of R&D projects have been carried under FP. The most distinguishing projects are as follows: Esprit, Airbus, Eureka, Jessi, Cern etc. We analysed, in this paper, the economic spirits of common R&D policies. In particular ``external economy``, ``economy of scales`` and ``network of cluster`` are to be considered as appropriate theoretical bundle. As case studies of EU R&D policies, FP(Framework Program), Airbus Project and Technology Promotion Network of Baden-Wurttenberg, Germany are under consideration. The projects under FP have come true to be positive on innovative networking. Among EU firms the networking multiplier effects increases by times. In case of Baden-Wurttemberg geographic neighboring of concerned institutes plays a significant role for regional innovation. Notwithstanding of positive evaluation of EU R&D policies, some negative results could be anticipated; for example in distorting competition policy, disputes in international trade, etc.
