Abstract

Government has stipulated the declaration of the actual real estate transaction price since Jan 1, 2006 in order to remove wrong malpractices such as the writing of the double contract contributing to speculation on real estate and tax evasion and the like and secure the transparency of real estate transactions. It is stipulated that the breakdown of declaration should be investigated to prevent the ommission of the matter to be declared and false declaration in relation to the declaration of the actual real estate transaction price.
It can be said that this stipulation of the declaration of real estate transactions has been able to achieve its goal to some extent by reducing speculation on real estate and tax evasion due to the writing of the double contract to some degree. But the false declaration of the real estate transaction price has not still disappeared.
Currently, the penalty fee is imposed on the person failing to declare real estate transactions or make a false declaration of them. But there is a problem that the declaration of real estate transactions cannot be settled only by the criterion for punishment. Accordingly, it is thought that it is necessary to consider the scheme to raise the effectiveness of the real estate transaction declaration system and secure the transparency of transaction in the real estate market through this scheme.
