Abstract

his paper is a theoretical critique of New Public Management (NPM) movement. Propelled by economic crisis and neo-liberal ideas and supported by international organizations, the NPM has become a world-wide public sector reform movement. Yet, begun as a practical movement, the NPM lacks solid theoretical foundations. In this paper, we critically review its theoretical core and argue that the NPM has a notion of consumer as atomized individual in a contrast to a traditional notion of citizen, that its notion of public interest via market mechanism is insufficient to produce positive governmental activities and that it ignores or fails to deal with the traditional values of public administration, such as democracy, fairness, equity and responsibility. We also suggest that the NPM movement imposed upon the developing countries would create problems more than it could solve, since the reform measures are designed as a cure mainly to inefficient programs of welfare state and since they reflect the political priorities of advanced countries.
