Competing images of schooling as well as education and development, forms the social context of educational planning and policy-making in Korea today, These compeeting images underlie a variety of sometime comflicting social purpose persued in schools. This study was conducted as part of the research project to develop a system of indicators for educational development in Korea, which raise a question of how we could redefine the goal and objectives of educational development for 1980's. A need to reflect people's subjective value-judgement and perception of education and schooling was strongly suggested in the indicators project. Therefore, this study turn its attention to people's view, opinion, perception and value judgement of education and schooling in the context of development and social change in Korea. This formulate the background of this study.
