Abstract

Sub-Theme 3 | Major employment service contents





First, the job placement system is defined as a system (referred to in Article 4 (2) of the Job Security Act) that arranges for the establishment of an employment contract between a job seeker and a employer by applying for a job offer or job applicant. It refers to activities that allow the selection of the job that best suits the ability of the job seeker and the provision of appropriate worker to the employer. This will ensure that employment arrangements at local public employment service institutions will facilitate the supply and demand of labor in the region, contributing to the development of local communities and the national economy.



The function of job placement can at first reduce the cost and time required for matching supply and demand in the labor market, and reduce the problems caused by the inconsistency between demand and supply in the process. Second, it grasps the demand and supply trend of manpower and delivers it to job seekers and employers, thereby reducing frictional unemployment or temporary excess demand of labor force in advance. In particular, it can support the smooth movement of labor force by organically linking each labor market divided into regions, industries, and occupations. Third, mutual losses due to incomplete selection between the job seeker and the employer can be prevented in advance.



Job placement provide employment support suitable for a variety of job seekers to help them become a job. Various job support services are provided depending on the characteristics of job seekers. ##MORE_LAYER_BOX## 

①Unemployed: Provide support for career guidance, career counseling, job placement, labor market information, active labor market policy program counseling and guidance, and unemployment benefits (new unemployed: new entrants to the labor market, re-entry, and former unemployed: voluntary unemployed Involuntary unemployed (dismissal, striker, etc.))



② Employed workers: Supports smooth movement to other workplaces.



③ New school graduates and students at all levels: Facilitate school-to-work transition from school to labor market through career guidance, career counseling, job placement, and provision of labor market information.



④ Incomplete workers (non-regular workers, workers engaged in labor-intensive businesses subject to technological change, persons with disabilities, defectors, basic livelihood recipients, and those in the second tier, etc.): Provide support for moving to better stable jobs through career guidance, job counseling, job placement, labor market information, and active labor market policy program counseling and guidance.



⑤ Provide employment support for eliminating the obstacles to employment in the struggling class (basic livelihood recipients, women who have lost their careers due to childbirth and childcare, persons with disabilities, etc.).



⑥ Inactive population with working ability: leads career guidance, job counseling, providing labor market information, and labor market participation.

When reviewing a job application and receive a job application, you must conform identification verified as national ID card, driver's license, passport etc. If you are under the age of 15 to 18, you must obtain a parental or guardian's written consent to work. Based on job application and recruiting application, provide specific counseling on the requirements of job seekers. These procedures are conducted through job center visits by job seekers or recruiters, but also through the Internet(Work-net : work.go.kr). ##MORE_LAYER_BOX## Work-net (work.go.kr) is a comprehensive employment information network run by the Ministry of Employment and Labor and the Korea Employment Information Service, providing job information and employment counseling and support services. Employment centers, municipal job centers, and private contracting organizations are connected to the network(work-net).##MORE_LAYER_BOX_END##



Second, the successful employment package provides an integrated employment assistance program ranging from 'diagnosis and path setting → motivation and competence development → Intensive job placement' according to the individual employment support plan for the low-income employment vulnerable classes. It is also a comprehensive employment service that systematically supports the entry of labor market by paying 'Employment Success Allowance' when they are employed. However, depending on the characteristics of the job seekers, they can be carried out either at the employment center themselves or by assigning them to contract-out providers.



Participants of the successful employment package are classified as Type Ⅰ and Ⅱ, and type Ⅰ is third level from the lowest income bracket and below, homeless, defectors from N. Korea, (ex) prisoner, marriage-immigrants. Youth at-risk, participants of credit repair program, and non-dwellings residence. Type II participants are unemployed people with high-school diplomat and below, long-term youth unemployed (at least six months), NEET(Not in Education, Employment or Training) and other youth.



In the selection process, it is necessary to find the participants in the employment center (check the requirements), conduct the profiling of the job competency according to the target person, and submit it to the contract-out provider.  And the Employment Capacity Assessment Items is evaluated (profiling) ##MORE_LAYER_BOX##Employment Capacity Assessment Items: Depending on the age, education level, non-employment period, career experience, experience in participating in the training, duration of the insurance, and related qualifications, A, B, C, D are classified into 4 categories. The main support contents of the employment successful package are as follows : diagnosis and career path plan set-up in the first stage are serviced according to ① client counselling ##MORE_LAYER_BOX##① Individual counselling is conducted for 4-6 weeks with the aim of establishing a 'employment assistance plan' for each individual. ② The group counseling program is conducted 24 hours (4 days).  ③ Proceed with presentation of successful cases of employment for those who completed the program. ##MORE_LAYER_BOX_END## ②  classification the type of Participants ##MORE_LAYER_BOX## There are four types of classification based on 'Job Capacity' and 'Motivation'. The term “unemployment” in the Employment Insurance Act means the situation in which a person remains unemployed in spite of the fact that he/she has the will ##MORE_LAYER_BOX## The term “the will to work” means the active intention to be employed, including job seeking registration to Employment Center and responding to job placement and vocational guidance. Individual “re-employment activity” also considered as having working intention. The “re-employment activity” means the activity of the recipient of unemployment allowance for re-employment such as job seeking activity, self-employed preparation, taking vocational training course, and participating vocational guidance. ##MORE_LAYER_BOX_END## and ability ##MORE_LAYER_BOX## The term “ability to work” means the mental, physical, and environmental capacity to provide labor for earning an income. The assessment of the capacity is evaluated by comprehensive assessment of personal health, knowledge, role, and living environment. And the term “employment” means the situation in which a person provides labors by contract, subcontract, or contracting-out regardless actual amount of income or self-employed (Article 2-1-6, Regulation on Unemployment Recognition and re-employment assistance).



Unemployment allowance through employment insurance has the purpose of implementing ‘active labor market policy’ in order to provide effective re-employment service through Employment Center to the beneficiary of the allowance. It is different from passive unemployment allowance which does not test the job activity of the unemployed whether they have intentions to participate labor market. 



Therefore, the Employment Center recognizes ##MORE_LAYER_BOX## The term “recognition of unemployment” means that the head of an Employment Center recognizes that an eligible recipient prescribed in Article 43 of the Employment Insurance Act is actively engaging in finding jobs during unemployment. The recognition of unemployment program is a procedure to verify whether the unemployment allowance recipients were actively looked for jobs through re-employment activity but in a state of unemployment. Since the purpose of unemployment allowance lies in the assistance of re-employment, this process is applied. ##MORE_LAYER_BOX_END## unemployment during their duration of allowance reimbursement and at the same time assists re-employment. ##MORE_LAYER_BOX## The term “re-employment assistance” means assistance programs of Employment Center in order to re-employ of the unemployment recipient. Looking at the procedures for recognizing unemployment and assisting re-employment, the Director of the Employment Center will designate a staff in charge of unemployment recognition and re-employment assistance services (matters concerning recognition of unemployment and assistance for re-employment).  The unemployment recognition service ##MORE_LAYER_BOX## 

① Verification of application for unemployment recognition and job seeking registration

② Confirmation whether the recipient visited the Employment Center in a designated date and their duration of allowance

④ Verification of employment during the duration of unemployment allowance

⑦ Explanation of exceptional procedure of unemployment recognition and allowance for residence of Islands area

⑧ Hiring Information Gathering ##MORE_LAYER_BOX_END## of the staff in charge are closely related to the unemployment recognition and the reemployment assistance. The unemployment allowance recipient is explained to the Employment Centers which are necessary for re-employment such as job placement, job guidance, vocational training guidance, provided detailed guidance on unemployment allowance schemes and procedures such as unemployment recognition method, employment promotion allowance, and illegal receipt.  The Employment Centers should actively make efforts to provide reemployment assistance such as job counseling and job guidance in the early stage of unemployment so that the recipient can get reemployment early.





The staffs follow the following procedure for Unemployment Recognition and Re-employment Assistance tasks.



1) In the date of unemployment registration, initial consultation, provision of information on re-employment assistance program and unemployment allowance are conducted.



2) Preparation of personal analysis of the recipients for setting up their re-employment activity and classifying their type between the date of registration and the first unemployment recognition date. 



3) At the date of first unemployment recognition date (2 weeks after registration), setting up personal plan and classifying the recipient.



4) After the first unemployment recognition date, flexibly specifying the date of unemployment recognition. 



5) After 14 weeks after the unemployment registration, in-depth consultation is conducted and reviews personal plan.
