Liberalization in Educational services

The policy concerning students studying abroad was influenced by the goal of obtaining the best education for those who are talented. Before the liberalization in 1985, personal spending for studying abroad was tightly controlled, with many restrictions. Only about 600 students per year were allowed to study abroad at their own expense in the 1970s, but the number increased to 7,000 by the mid-1980s.
