As the awareness on the idea that effective disaster and safety management became difficult no more only by the efforts of government is spread, due to the change of disaster circumstances, enlargement of disaster and complication, etc., participation of private sector along with central and local government is emphasized. However, disaster and safety management through the participation and collaboration among various actors has a limitation that it can cause the failure of disaster and safety management rather than the control-centered disaster management by the government, unless the process of collaboration and adjustment is done smoothly. Therefore, in order for disaster and safety management system through various actors' participation to effectively achieve its purpose, above all, the role and the distribution of responsibility among the various actors must be done clearly, and based on this, it is necessary to build a system for effective collaboration and adjustment.
