Due to the tragic disaster of the Sewol ferry in April 16, 2014, it has been requested to improve both prevention and response systems of not only the maritime sector but also the whole transport sector. Three hundred two persons lost their lives at the Sewol disaster, and it was shocking to people because most of them were young students. In the future, since there can be another disaster happen in the sector of transport, it is really necessary to mend preventive and responsive systems of transport disasters. The Sewol disaster showed serious and structural problems of administrative organization with regard to the prevention and the response of transport disasters. The safety system for ships failed in ship inspection, accident investigation, control tower and emergency rescue operation. (The rest omitted)
