Abstract

Population in rural areas has been reduced. As a result, the public transport demand has been reduced as well. Despite the financial support of local government, public transport operators are reducing operation frequency and falling quality of service. This vicious circle is happening in rural areas. Local government is implementing various policies to overcome this kind of situation. However, it is difficult for local government to solve this fundamental problems. The purpose of this study is to derive the implications to policies of two countries (Korea and Japan) to maintain desirable local public transport in the environmental conditions of each country. In Korea, the central government have designed the framework of a law for public transportation and supported local governments. on the other hand, Japan is to minimize the intervention of the central government. The central government has been induced to self-rescue efforts through local self-stakeholder participation. (The rest omitted)
