This study evaluates Korean government performance management system and its effectiveness. There have been a number of discussions on the effectiveness of performance management and evaluation process after the enactment of the Framework Act on Pubic Service Evaluation in 2006. The Act actually contributed to the establishment of the institutional basis for performance-based management and resource allocation. However, some issues are still in dispute as to whether the performance system supports improving the internal and external quality of public services. Thus, this study evaluates the system from the perspectives of the following three dimensions: legal and institutional, procedural, and cultural-individual approaches.
