Since the Sewol Ferry Accident, reform of the national level disaster & safety management system has been completed in Korea. However, there is still a lot of criticism on the lack of long term and systematic strategy in national level disaster & safety management. Though the Korean government has created the Ministry of Public Safety and Security, its vision and strategic directions are still ambiguous. Korea should facilitate the private sector efforts in safety and disaster management. Because of its long history of Confucianism culture, Korean people have overly excessive expectations of the role of central government in disaster and safety management. However, it is almost impossible that government can manage all the risks in society in the modern era. A public-private partnership in disaster & safety management is desperately needed in Korea at this time.
