Abstract

In response to the paradigm shift in ICTs, both the government and the private sector proactively moved and as a result Korea became a ICT powerhouse. Korea’s policies related to informatization and telecommunications began in the 1960s and the 1970s. In 1961, the five-year plan for the development of the telecommunications business was established, and then the five-year plan for the development of the electronics industry and the first administrative computerization plan were developed in 1968 and 1978, respectively. During this period, exports of electronic goods rapidly increased from US$500,000 in 1962 to US$1 billion in 1974. During the 1980s, ICT promotion policies were implemented through an array of plans, such as the Electronics Industry Promotion Plan in 1981, the Semiconductor Industry Promotion Plan in 1983, Comprehensive Plan for the Promotion of the Semi- conductor Industry in 1985, and the Computer Industry Promotion Plan in 1985.
